A result of the innovative leadership of the Public Entity Risk Institute (PERI) and the International City/County Management Association (ICMA), the NEMN is a nationwide network comprised of participating communities, businesses, and nonprofit organizations that are willing to share resources with stricken areas, and with each other in the event of a disaster.
NEMN membership is supported by software technologies and educational resources, including a comprehensive database of people and physical assets available for emergency response and recovery efforts and a geo-mapping and situational awareness tool to identify, select, activate, track, and manage assets before, during, and after emergency incidents.
First and foremost, the NEMN is a nationwide network of participants. PERI and ICMA are working across the U.S. to build a network of local governments, nonprofit, and private sector organizations. Many of these entities are already generously sharing their resources, but without the support of a consistent nationwide network to identify, request, mobilize, track, and receive reimbursement for these assets.
Second, NEMN is supported by a technology platform consisting of a comprehensive database of human and physical resources available for emergency response and recovery efforts (“ResponseVision” from Emergency Visions) and a geo-mapping and situational awareness tool to identify, select, activate, track, and manage response/recovery assets (“GTVC” from the Georgia Tech Research Institute, sold and supported by Emergency Visions).
Third, since technology alone cannot solve the issues associated with inter-agency collaboration and communication, the NEMN includes educational resources designed to help train local government leaders on using the system for all-hazard emergency situations, and to build the regional connections between local government entities that are so critical to an effective emergency response.
